A felt replacement using a quality torch-on system typically runs from £50 to £80 per square metre installed. These figures include the membrane, insulation board, vapour control layer and standard edge detailing, but do not automatically include deck replacement or new lead flashings.

Deck replacement. This is the single biggest variable in a flat roof quote. Choosing felt over EPDM. If the primary concern is keeping the upfront cost down and the roof is on a garage or outbuilding rather than the main house, a quality three-layer felt system is a legitimate choice. The trade-off is a shorter service life and the likelihood of needing attention again within 10 to 15 years.
A localised flat roof repair - addressing a split membrane, re-dressing a flashing or sealing a single leak point - typically costs £150 to £400 depending on how accessible the fault is and how much material is involved. Repairs make sense where the roof as a whole is in reasonable condition and the fault is genuinely isolated.
Where a roof has widespread blistering, multiple splits or soft decking, repair costs can quickly approach or exceed the cost of a full replacement - and a replacement will outlast a patched roof significantly. A straightforward test: if a roofer finds themselves recommending multiple repairs on the same roof at the same visit, replacement is probably the more economic answer.
